A response cost is the negative consequences of a response. By administering a response cost you are attempting to reduce behavior through withdrawal of specific amounts of reinforcers contingent upon the behavior's occurrence. So for example in a behavior program with a child you might deduct a point or token, or a promise of future reward if they swear in an attempt to reduce the frequency of that behavior.
The concept has been used in token economy programs
