The Management Advisory Service was a UK independent think tank and development agency which was set up by Derek Mowbray to advise the NHS in 1984.

Through this organization Mowbray produced the MAS Report, a national review of the clinical psychology profession in the UK published in 1989. This had a profound impact on the organisation of services and was quoted as one of the ten best pieces of research in psychology of that period.
