Institutionalized mentally retarded is a somewhat outdated term referring to people with learning difficulties who have become institutionalised due to spending many years in hospital or other residential care institutions such as orphanages etc. At a deeper level it is implied that these living conditions have to some degree caused their poor performance through processes of psychosocial mental retardation with their lack of educational oppurtunities etc
