I/E ratio is the ratio of the time spent inhaling to the time spent in expiration. It has been used as a measure of emotionality where a low number has been assumed to indicate high arousal.[1]

For example if we have an inspiration time of 1 second, and an expiration time of 2 seconds the I:E ratio is 1:2.
